The switch to the global information super highway would give an unfair advantage to rich nations over the poor, say the developing nations.. Ambassador Samuel Insanally of Guyana, chairman of the Group of 77, says that the introduction of modern information technology increasingly has favoured rich nations and is detrimental to the peoples of the developing world "who are clearly disadvantaged by their lack of access to such advanced technologies." "The gap in information technology is likely to affect inter State cooperation in a number of areas, including commercial and economic relations," Insanally told the UN Committee on Information Monday. "The United Nations must ensure that developing nations are more equitably served," he added. Insanally said that Secretary-General Kofi Annan has admitted that about 90 percent of all access to the UN web site (www.un.org) comes from industrial countries. As a result, Annan assured the Group of 77 that the UN's Department of Public Information will continue to maintain and expand the use of traditional means of information - including radio and printed material - because of the constraints faced by developing countries in an age of computers and the global information superhighway. Insanally says that despite these assurances, there seems to be little or no progress in a proposed pilot project for the establishment of a UN broadcasting facility. "The radio remains for most of our countries, the major medium for the dissemination of information," he says. "Our Group would therefore expect that, as attempts are made to introduce costly, high-tech changes within the United Nations, such as digital television technology, similar diligent efforts will be made to strengthen the UN Radio..." Insanally says there is a need to proceed with the proposed broadcasting facility in order to reach a world wide audience and thus redress, to some degree, the imbalances and inequalities between developed and developing countries in the field of information and communication. Kensaku Hogen, UN Under-Secretary-General for Communications and Public Information, told the Committee that the United Nations has tested the viability of an international radio broadcasting facility. But the development of the long-term project depends on the availability of substantial extra-budgetary resources. So far, he says, there have been no concrete financial offers either from member states or private Organisations which will lead to the establishment of the pilot project. "In the circumstances, we have no choice but to await such offers, before commencing with concrete measures on any aspects of the proposal," he adds. Hogen says the UN web site has attracted strong interest by UN member states. Accesses to the web site have grown exponentially over the past year. As of last week, the UN recorded some 45.8 million "hits" for this year compared with 25 million during the corresponding period last year. "Even more encouraging is the fact that the UN web site is becoming known around the world," Hogen says. This year, some 150 countries have gained access to the web site. "While the bulk is still from the industrialised countries, current growth indicators suggest a very rapid and encouraging expansion of accesses from the developing countries," Hogen says. He also points out that the capacity of the Internet to carry messages instantaneously around the world has enabled the Department of Public Information to place a great variety of information materials on it. Such material included statements by the Secretary-General, reports of major inter-governmental bodies, daily news highlights, promotional materials on major UN themes and priorities, and information about major world conferences and special sessions of the General Assembly. Hogen says his Department also plans to introduce digital technology which is expected to replace analog technology in the near future. "New technology is indeed a key factor in expanding outreach and in getting messages to target audiences on time." With assistance from UN Information Centres worldwide, the Department's News Service will transmit breaking news via electronic mail and facsimile directly to news desks of key media and other opinion-influencing audiences. The Department also will continue to place planned and coordinated op- ed articles by senior UN officals in newspapers and other journals around the world. We already have 15.000 users and this alone we expect to gain 60.000 to 80.000 users in developing countries. We happily invited and invite many organizations to copy our concept as it is feasible. 3. THE TRANSLATION ISSUE. English, Spanish and French are only understood by 25% of the World population. There are in fact 100 top main languages in which basic needs info should be translated to reach 95% of the world population (http://www.sil.org/ethnologue/top100.html) .=20 4. It can be fairly estimated that 1/3, or about 20 million pages of UN material are very useful, and probably as much university and NGO material. Currently UN/World Bank information is copyrighted - and is either too expensive for developing countries, or, if free, requires request or download processes that are too cumbersome for developing countries or anyone interested to participate..=20 We propose that core UN knowledge should be released in public domain in standard formats like RTF and bundled on low cost cd-roms or central servers in each country. 1200 publication per cd-rom of a few US$ is possible. Once a critical distribution mass is reached and copyright bottlenecks are abolished, this knowledge can be partially translated, reviewed, transformed and complemented freely by local universities and "local culture-interpreters without ANY further permission need." Ultimately, information from UN, World Bank, NGOs, and universities could be recompiled in thematic libraries and widely distributed. The role of UN agencies would be to act as catalysts and quality monitors, not that of "owners" who create bottlenecks to have access to this information.. =20 5. Such a project would train a whole new generation of students to work with information, and to integrate or transform information for local use by less educated people. The world has paid for them and urgently needs them in public domain as a fundamental right to achieve basic needs and free limitless access to information. Centralised copyright control simply does not deliver that. 10. The equivalent of private enterprise for poverty reduction are millions of humanitarian and social entrepreneurs and innovators around the world. Today, the WB actually monopolizes enormous resources into its own structure, which is relatively inefficient compared to humanitarian entrepreneurs for certain goals. This WB monopoly must be replaced by something more dynamic and innovative. There is a need to create a competition for the World Bank for the 21st century. Thus a small but competitive or alternative caring counterpart - "feminine soulmate"- to the patriarchical World Bank paradigm should be created to help humanitarian entrepreneurs. A "Humanity Bank" that, once established, would try to work in harmony and synchronicity in order to help solve poverty in caring networks. The WB should return to its core businesses of providing a matrix in which free market and humanitarian poverty relief can thrive. - allocate 10% of the international donor WB capacity to developing this new humanitarian bank network, to include 200 - 400 best humanitarian and social entrepreneurs in each country interconnected in giant networks via Internet and e-mail and each in turn in small networks with local humanitarian entrepreneurs and their factories. The line can snap anytime, not to speak of the download rate. However, the VSNL webservers seems to have good response times. For example, altavista could get a response from our journalism institute site with VSNL (http://education.vsnl.com/journalism/) in just over two seconds. For comparison, the response time of my Home Page with hotbot.com was 0.53 seconds the same day, same hour. Radio Sagarmatha is an exciting development from Nepal. Momentum is also picking up elsewhere in South Asia, as citizens groups are pressing forward for permissions to broadcast from community radio stations. By Frederick Noronha New brooms, they say, sweep clean. That's just what a young community radio station launched in Nepal intends to do by launching a campaign to clean up the air of Kathmandu Valley. Radio Sagarmatha launched an initiative called Safa Radio -- The Clean Air Campaign in early January this year. Radio Sagarmatha, licensed in 1997, is South Asia's first independent community- based broadcaster. On the airwaves, Radio Sagarmatha presents a daily mix of music and spoken word programming, a human package of information, entertainment and education. Radio Sagarmatha is a project of NEFEJ, the Nepal Forum of Environmental Journalists, in collaboration with three other Nepali non-governmental organisations, and the development agency of the Danish government, Danida. Air pollution in the Kathmandu Valley is becoming worse and worse day by day. Sooty toxic smoke spews from exhaust pipes of a mind- boggling array of vehicles racing around the capital's streets. Five days a week, Radio Safas DANIDA-financed safa (Nepali for clean) tempo -- a van-sized three-wheeled electric vehicle that carries a half dozen or more people -- measures the level of air pollutants at different points in the city. Results are analysed in a lab, then explained the same day during the stations evening community news bulletin, Haalchaal. Some 30 locations are monitored on a rotating basis. Following five days of readings and broadcasts, the cumulative results are discussed on-the-air. Monthly results are presented to the media and the public in a press conference. "Safa Radio is an example of how a community can not only present news and issues for discussion, but also take a leading role in tackling problems, take to the streets and work in the community," said Ian Pringle of Centre for International Studies and Cooperation which is a Canadian not-for-profit organisation that brings Canadian professionals to work with local groups like Radio Sagarmatha. Playing on the pun, Sagarmatha's supporters say this radio station sitting atop the Himalayan country represents a "himalayan opportunity for public interest communications and development in the subcontinent". Taking the radio out of the station into the communities that the majority of Nepalis live in has been the chief objective of Radio Sagarmatha. This station is thus seen as a starting point for a wider programme in community-based radio in Nepal. "The idea is not to extend Radio Sagarmatha's Kathmandu service, but rather to bring the idea of local radio to some of Nepal's 90% who live in rural areas and small communities," said a spokesperson for the project. In November 1998, to the surprise of many, tired out by the earlier five year struggle to get a license, Radio Sagarmatha received permission to run a mobile radio service anywhere in Nepal using its Kathmandu frequency, 102.4 FM. Shortly, Radio Sagarmatha, in partnership with MS Nepal (Denmark) will outfit a vehicle with a small studio and transmitter and hit the road. By keeping it simple, doing basic training and getting locals involved, Sagarmatha Mobile Radio will work to demystify radio and get communities interested in starting their own local radios. For most people have never been exposed to radio other than national and international services, not a type of radio they do for themselves. Nepal has a long and powerful tradition of oral folk media. As recently as fifty years ago, the main sources of news for many communities were roaming artists who sang specially composed songs to highlight different issues. Radio Sagarmatha has introduced a daily radio serial which explores these cultural traditions. It has also announced plans to grow. In October of 1998, the station made the jump from a two-hour to a six-hour daily programme service. A month later, permission came for a twenty- four hour service and approval was given to run a mobile service. Communities in other parts of Nepal are thinking about their own local stations. The government has granted independent FM licenses to four commercial broadcasters and to the Kathmandu Metropolitan body, bringing the total number of licensed FM frequencies emanating from the Kathmandu Valley to eight. Within five years it is conceivable that Nepal will have a network of local stations in as many as a dozen communities throughout the country. This year, Radio Sagarmatha plans new initiatives and programme formats. Including new programming on citizen responsibilities and the legislative process, sports and original cultural productions, to day-to-day concerns like community events, and the changing environment of the Kathmandu Valley. Radio Sagarmatha could fill a vacuum in information and critical perspective at the grassroots level, and work for substantial change by influencing those urban dwellers who play a key role in Nepal's political and economic decision-making. The Kothmale Internet Community radio project in Sri Lanka demonstrates that this a particularly interesting approach in rural areas. This pilot project, which aims at assessing the potential benefits of new communication technologies to remote areas, is being implemented by UNESCO in collaboration with the Ministry of Posts, Telecommunications and the Media, Sri Lanka Broadcasting Corporation, Sri Lanka Telecommunication Regulatory Commission and the University of Colombo. Kothmale is located in the central part of Sri Lanka. It takes about three hours bus ride from the capital city Colombo to reach the location. Kothmale community radio serves a target area of 20km radius, which includes a number of rural towns such as Gampola, Nawalapitiya and Thispane. The project uses community radio as an interface between the Internet and rural communities. While UNESCO provided computer equipment and training the Government of Sri Lanka through its Telecommunication Regulatory Commission provided the Internet connectivity to the community radio through a dedicated 64KB line. Sri Lanka=92s Minister of Posts, Telecommunications and the Media of Sri Lanka, Mangala Samaraweera, officially inaugurated the Kothmale Internet Community Radio Project during a ceremony held on 30 April at Kothmale. This official opening took place after three months of trial period during which a WEB site database http://www.kirana.lk was developed and community volunteers were trained to handle various elements of the project. Nearly three thousand rural people attended the opening ceremony, and for many of them it was the first exposure to computers and the Internet. There are three basic features in this project, which combine new information technologies with conventional radio medium. 1. Radio programme to "Radio Browse" the Internet (information interpreted in local language) Here, the community radio broadcasts a daily two hour radio programme, in which community broadcasters interpret information from selective Internet sites. The listeners can direct queries to the radio station to find specific information from the Internet. The advantage is that the community radio provides the requested information in local language making Internet information accessible to those who do not understand the English language. 2. Community radio function as a mini Internet Service Provider to the community with free Internet access Besides its own Internet Caf=E9 the community radio has provided two free Internet access points at Gampola and Nawalapitiya community libraries. This has a very big advantage for the community because usually Internet Service Providers are located in capital cities and each time a rural user want to access Internet he will have to pay telephone bills for long distance telephone call. The Internet access points at community libraries are available free of charge. Access points also used as a direct link to radio station to produce and air live broadcast programmes 3. Community database development The community radio also develops its own computer database (Internet WEB site http://www.kirana.lk ), deriving information, which are often requested by community members, from the Internet. Much of the information in this WEB site is available in local language. This database attempt to solve the problem of non-availability of packaged information in the Internet suitable to rural needs. Beside that a collection of CD-ROMs will be made available at community radio for community use. The project intend address a number of challenges faced in introducing the benefits of communication technologies to rural areas which are common to many developing countries. Among them is the foremost is lack of access to computers and the Internet in rural areas. To address this, the community radio runs an Internet caf=E9, free of charge for the community members. Teachers and other rural inteligencia, who use English language, can use the facility to browse the Internet and glean information. Alternatively, those who do not understand English can still receive the information through the special radio programme by directing their queries in advance to the radio station. Benefits of this system are described by in the user entries of the logbook maintained by the radio station for research purposes. The telecommunication costs of dedicated Internet access at the community radio and the other two access point are absorbed by the Government for two year period within which community radio will have to develop an income generation strategy to sustain the facility. This would mean that the community radio would have to generate additional income of US$ 1,000 per month. Some income will come from charging for print outs of the public domain Information retrieved from the Internet. Already work has begun to host a number of commercial WEB sites at the Internet server available at the radio station. The local youth have been trained to design and develop WEB sites for private sector. The Server also has facilities to provide seven additional access points, which the community radio intends to rent for governmental and non-governmental organisations. With the "Radio Browsing the Internet " programme management hopes to get more income from radio advertising. Also offering computer training to youth, particularly for WEB site design, is being explored as an income generation method. hurry and was skimpy in details. So, here goes another attempt. I have been following some excellent discussions on various issues involved in introducing E-commerce in South Asia. This has also been engaging the attention of United Nations (ESCAP) and on the suggestion of the member governments of over 50 countries in Asia and the Pacific, the theme topic of this year was on the Policy choices and options for IT and E-commerce, for development. The document is over 200 pages. Electronic version is on our web site: www.unescap.org/55th/theme/index.htm Of course, this is the entire document, part I of which covers the Economic and Social Survey of all the member Countries and economies. More topical for this post is the Part II, focusing on Policy issues for the Governments for introducing E-commerce. The document appreciates the inter-disciplinary nature of the subject and hence divides its analysis into: 1. Access and content issues 2. Soft-infrastructure issues 2.1 Re-engineering the trade processes (focus on balancing control with facilitation) 2.2 Standards issues (focus on inter-operability and best practices) 2.3 Trust issues 2.3.1 Security issues (focus on Public Key Infrastructure) 2.3.2 Legal Issues 2.4 Institutional issues (focus on co-ordinated approach) 2.5 Other Issues (focus on Intellectual property and taxation) 3. Options before the Governments. In all this, there are a lot of original data, especially on the use of E-commerce, which is not easily available in one place. Also, case studies from the Countries of the region is something of interest. My purpose of making this post is to increase awareness of this useful work and make available the electronic version. Of course, it is one long file and may not be the easiest way to browse; but it is beginning. On the issue of collaboration... What I meant was such work needs constant updating. It needs to retain its focus on the developing countries of Asia and the Pacific. Then only they can it be a repository of collective knowledge, for use by policy makers.. It cannot be done one person or agency. That is why we are scouting for ideas. They need to be fleshed out in detail, so that we can organizationally agree on the nitty gritties. Pensé, "Sí, claro, debe ser mentira". Pero, como la mayoría de nosotros, yo soy curioso, y entonces seguí leyendo. De cualquier forma, el artículo decía que si mandas 2 dólares a cada uno de los siete nombres y direcciones que figuran en la lista, puedes llegar a hacerte con miles en un muy corto periodo de tiempo. Pones después tu propio nombre y dirección al final de la lista en séptimo lugar mandas el artículo a , por lo menos, 200 grupos (hay alrededor de 22.000), o lo mandas por correo electrónico a amigos o listas de correos... Nada más, éso era todo. Incluso aunque la inversión era sólo 14 dólares, yo tenía tres preguntas cuya respuesta necesitaba antes de meterme en un asunto de ese tipo: ¿ES LEGAL? Llamé a un abogado primero. El abogado era un poco escéptico de que yo pudiera realmente hacer dinero, pero me dijo que ES LEGAL, por si quería intentarlo. Me dijo que sonaba un poco como una carta de cadena, pero los detalles del sistema (VER ABAJO) lo hacían un negocio legítimo, perfectamente legal. 2. ¿ESTARIA DE ACUERDO LA OFICINA DE CORREOS? Los llamé y me confirmaron que ES ABSOLUTAMENTE LEGAL ( ver Title 18,h sections 1302 NS 1341 of Postal Lottery Laws). Ësto clarifica el programa de reunir nombres y direcciones para una lista de correo. 3. ¿ES MORAL? Bueno, cada uno que me mande dos dólares tiene una buena oportunidad de hacerse con MUCHISIMO DINERO … ¡Una oportunidad mucho mayor que comprar un boleto de lotería! Por eso, teniendo estas tres preguntas contestadas, invertí EXACTAMENTE 22,75 dólares … catorce billetes de un dólar cada uno y siete sellos de correos… y ¡oye, me alegro de haberlo hecho! A los siete días empecé a recibir dinero en el correo. ¡Estaba sorprendido! Pensé que duraría poco, y no pensé más en ello. Pero el dinero continuaba llegando. En mi primera semana hice entre 20 y 30 dólares. Al final de la segunda semana tenía un total de ¡1.000 dólares! A la tercera semana, más de 42.000, y todavía están llegando… ¡En verdad, merece la inversión de 14 dólares y siete sellos! Por eso, estoy volviéndolo a mandar para hacer más dinero. ¡Lo ÚNICO que puede PARAR a alguien de enriquecer su propia cuenta corriente es su propia pereza! Me llevó cinco minutos imprimir esta carta, seguir las instrucciones y empezar a mandarla a grupos de noticias. Y a cambio de esa gran inversión de 22,75 dólares y menos de UNA HORA de mi tiempo, he cosechado una increíble cantidad de dinero – ¡como nada que haya oído antes! Déjame decirte cómo funciona, y más importante, POR QUE funciona. También, asegúrate de hacer una copia de este articulo, para tener acceso a la información cuando la necesites. El proceso es muy simple y consiste en TRES FACILES PASOS. COMO FUNCIONA PASO 1: ----------- Prepara siete piezas de papel y escribe lo siguiente en cada hoja: POR FAVOR, AÑÁDAME A SU LISTA DE CORREOS LE ADJUNTO DOS DÓLARES COMO PAGO POR EL SERVICIO. (Si quieres permanecer de incógnito, puedes poner un alias, pero las señas deben ser las correctas. (Debes poner por supuesto, tu pais, estado/distrito/provincia código postal etc. No quieres que tu dinero vaya dando vueltas por ahí, ¿verdad?) PASO 3 ---------- Ahora envía tu artículo arreglado a, por lo menos, 200 grupos de noticias. Recuerda que 200 envíos son sólo una referencia. ¡Mientras más envíes, más dinero recibirás! ¿No sabes cómo enviar artículos a los grupos de noticias (Newsgoups)?. Buen, haz exactamente lo siguiente: COMO ENVIAR A GRUPOS DE NOTICIAS RAPIDAMENTE CON TU PROGRAMA DE "NEWS" La manera más rápida de enviar un artículo. Señala y COPIA (Copy) (Ctrl-C) el texto completo de este mensaje y PEGA (Paste) (Ctrl-V) el texto en la ventana de Composición , después de seleccionar un grupo de noticias. Y envíalo. (También puedes adjuntar (attach) el archivo, sin escribir nada en la ventana del mensaje). Si tienes el Netscape Navigator 3.0 haz lo siguiente: 1.Pincha en cualquier Grupo de Noticias como siempre, entonces pincha en "TO NEWS". Ësto te traerá una caja en la que puedes escribir un mensaje. 2.Deja la caja de "grupo" como está, cambia el contenido de la caja de "Subject" a algo llamativo, en inglés o en español, como "$$$ NEED CASH $$$? READ HERE! $!$!". O puedes usar el título del mío. Ahora pincha en ATTACHMENTS. Pincha en ATTACH FILE. Busca tu archivo en el disco duro (éste que has guardado del editor de texto). Una vez que lo encuentres, pincha en él, pincha OPEN y OK. Ahora deberías ver el nombre en la caja de ATTACHMENTS. Ahora pincha SEND/POST. ¿Ves? Ahora ya sólo te quedan 199 (No te preocupes: es fácil y rápido una vez que te acostumbras). NOTA: Todas las versiones del Netscape Navigator son parecidas unas a otras, así que no tendrás problemas si no tienes precisamente esa versión. MAS RAPIDO (Para Netscape Navigator 3x y más) Puedes enviar el mensaje a muchos grupos de noticias a la vez, simplemente seleccionando un grupo cerca de la parte alta de la pantalla, pulsa SHIFT, y entonces selecciona un grupo cerca del fondo de la pantalla. Se seleccionarán todos los grupos intermedios. Si tienes el MS Internet Explorer haz lo siguiente: Ve a Newsgroup y pincha POST AN ARTICLE. En la nueva ventana, escribe el título que hayas elegido en la caja SUBJECT. Entonces, bien PEGA el mensaje como antes o, mejor adjúntalo como un ATTACH. Entonces pincha SEND o OK NOTA: Todas las versiones de MS Internet Explorer son similares, así que no tendrás problemas haciendo ésto. NOTAS GENERALES SOBRE ENVIOS: Una buena página donde puedes encontrar todos los grupos si quieres ayuda es http://www.liszt.com/ Cuando entres en la home page pincha en el linkn ´Newsgroup Directory´ No creo que tengas problemas enviando porque es verdaderamente fácil una vez que has encontrado los grupos de noticias. PASOS BASICOS PARA ENVIAR Encuentra un newsgroup y selecciónalo Pincha en "POST AN ARTICLE "o " TO NEWS" o algo similar a éso. Escribe el título llamativo que hayas elegido. Ahora, bien adjunta (attach) los archivos conteniendo el mensaje en inglés y en español (mejor), o PÉGALOS (paste) en el espacio destinado a la carta. Finalmente, pincha SEND o POST o OK según corresponda. RECUERDA: MIENTRAS A MAS GRUPOS MANDES LOS MENSAJES, MAS DINERO RECIBIRAS, PERO TIENES QUE MANDARLO A UN MÍNIMO DE 200. Ésto es todo. Empezarás a recibir dinero de todo el mundo en pocos días. Puede que quieras, como hice yo, alquilar un apartado de correos dada la gran cantidad de correo que vas a recibir. Si quieres permanecer anónimo, puedes inventarte un nombre, asegurándote, claro, de que el cartero te vaya a hacer llegar el correo a ti. ASEGÚRATE DE QUE TODAS LAS DIRECCIONES SON CORRECTAS Otro excelente programa "Auto Poster" http://www.spck.se/bulk/ ENVIOS MULTIPLES A CIENTOS DE GRUPOS A LA VEZ AHORA, LOS PORQUES De 200 envíos, imagina que recibo sólo 5 respuestas (un ejemplo muy bajo). Así, tengo 10 dólares con mi nombre en el séptimo puesto de la carta. Ahora, cada una de las cinco personas que me mandaron dos dólares, mandan un mínimo de 200 artículos, cada uno con mi nombre en el 6º puesto y sólo 5 personas responden a cada una de las 5 originales, ésto significa otros 50 dólares para me. Ahora esos 25 mandan cada uno 200 mínimo con mi nombre en el puesto 5º, y, con sólo 5 respuestas, recibo otros 250 dólares. Estas 125 personas mandan un mínimo de 200 cada una con mi nombre en 4er lugar y sólo reciben 5 respuestas cada una: 1.250 dólares más. Bueno, ahora viene lo bueno: cada una de esas 625 personas manda 200 mínimo con mi nombre en 3º lugar y recibe sólo 5 respuestas. Eso me hace ganar 6.250 dólares. Y cuando mi nombre esté en 2do lugar, siguiendo la progresión debería recibir 31.250 dólares . Te lo sabes ¿no?: esas 15.625 personas mandan cada una un mínimo de 200 artículos con mi nombre en 1er lugar y recibe sólo 5 cada una: RECIBO 156.250 dólares Con una inversión original de sólo 14 dólares más los gastos del correo BUENO, ¿NO? Y, como te digo, cinco respuestas es verdaderamente MUY POCO. La media es probablemente 20 o 30. Fíjate qué números saldrían si en vez de 5 respuestas se recibieran 15 respuestas por persona . . . Cuando tu nombre ya no esté en la lista, Toma el último artículo que veas en los grupos y manda otros 14 dólares para empezar el proceso de nuevo. Y empieza a enviar otra vez. La cosa a tener en cuenta es: ¿te das cuenta de miles de personas están entrando en la red en todo el mundo y leyendo estos artículos todos los días JUSTO COMO TÚ LO ESTÁS HACIENDO AHORA! (¿Te puedes permitir 6 dólares y ver si funciona?) Yo creo que sí. Hay gente que dice "¿Y si la gente sigue el plan pero no manda el dinero? Bueno, ¿Y qué? ¿Cuáles son las posibilidades de que ésto pase si todos los días hay miles de nuevos usuarios honrados y miles de nuevas personas honradas que están entrando en la Internet y en los Grupos de Noticias y estás deseosas de intentarlo? Hay estimaciones que hablan de unos 20.000 a 50.000 nuevos usuarios todos los días, con miles de ellos ingresando en la Internet todos los días. Recuerda, JUEGA LIMPIO Y HONRADAMENTE Y FUNCIONARA. Sólo tienes que ser honrado. Además, si tú intentas engañar a la gente y poner tu nombre en la lista pero no mandar el dinero NO conseguirás mucho dinero. Alguien con quien hablé conoce a alguien que hizo éso y consiguió sólo 150 dólares, y ésto después de 7 u 8 semanas. Entonces, mandó los 14 dólares, la gente los añadió a sus listas y en 4-5 semanas, tenía más de 10.000 dólares. Ésta es la manera más justa y más honrada que he visto de compartir la riqueza del mundo sin otro coste que nuestro tiempo. Puedes también querer comprar listas de e-mail Puede que quieras comprara listas de correos para hacer más dólares. Asegúrate de que imprimes el artículo JUSTO AHORA, también. Intenta conservar la lista de todos los que te manden dinero, y ten un ojo siempre en los newsgoups para asegurarte de que todo el mundo está jugando limpio. Recuerda que LA HONRADEZ ES LA MEJOR POLITICA. No tienes que engañas a nadie para hacer dinero. BUENA SUERTE a todos y, por favor, jueguen limpio y cosechen los fruto de hacerlo así. Pon un ojo en los Newsgroups y, cuando las entradas de dinero hayan parado, (lo que significará que tu nombre no está ya en las listas), toma la última que veas y reinicia el proceso, manda otros 14 dólares y ponte el 7º en la nueva lista, y mándalo a, al menos 200 grupos de noticias NOTAS: En algunos piases, la exportación de dinero es ilegal, pero tú puedes obtener la licencia para hacerlo en la oficina de correos u otro organismo, dependiendo del pais, explicando lo que venimos diciendo (que tienes un negocio en la red, etc.) Puede que tengas que pagar un impuesto extra, pero está bien. La cantidad de dinero a recibir es GRANDE, y, como digo, algunos paises tienen esta restricción. Puede que quieras comprar listas de correos o e-mails para ampliar el efecto del negocio. Si todavía no estás segur o piensas todavía que no puede ser real, por favor, imprime una copia del artículo y pásasela a alguien que sí necesite el dinero, y observa lo que le pasa. One thinks of state of the art technology, and yuppies in pin stripe suits. Combine that with the ultimate in state of the art, the legendary Media Lab at MIT and you have the makings of a high tech combination reserved for board rooms in New York, or London. The presentation on Tuesday the 18th May, in Dhaka by Michael Best of the Media Lab surprisingly was about small scale shrimp farmers in rural Bangladesh, and how farmers could find the best market rates for produce by checking city prices. Amongst the selected audience were representatives from the Ministry of Commerce, telecommunication experts, Grameen Bank, UNICEF, BARD, Probortona, UNB, The Independent and other media representatives and of course representatives from Dhaka Courier and Drik Picture Library, the organizers of the event. Best, a computer engineer in the research team of Patti Maes, the professor at the forefront of E-Commerce technology at MIT, had come to Bangladesh on the invitation of Drik Picture Library, which had primarily been setup to challenge western stereotypical representation of majority world countries. Drik currently distributes its images through the Internet to clients all over the world, but the monetary transactions take place through conventional means. Using software developed by Shabbir Ahmed the system administrator at Drik, Best hopes to setup a complete E- Commerce unit which will allow products in bit (computer files) or atomic form (physical objects) to be sold through an entirely automated system with secure money transactions and protection of privacy. Drik hopes to use this technology to sell images from its stock of over 100,000, to clients from all parts of the globe. Since the images can also be sent entirely in digital form, freight charges, delays and the red tape involved in getting their own pictures back, tax free, can be entirely avoided. For Drik, the greatest benefit is from avoiding the risk of loss or damage to their valuable originals. The seminar, however, was designed to deal with a much broader agenda and looked specifically at how E-Commerce could be used for poverty alleviation. Besides Best's lucid descriptions of models studied in Thailand and Cambodia, the roundtable was kept simmering by questions and observations of participants who were all curious, though not all equally knowledgable on E-Commerce issues . Michael Best was introduced by Drik who also explained the nature of the technical collaboration between the Media Lab and Drik, and what it hoped to attain in terms of grass roots development. Mr Enayetullah Khan who moderated the event, talked of telecommunication facilities being a basic human right, and how rural communities had been failed by both the government and the private sectors, and could not even aspire to telephones, let alone E-Commerce facilities. Professor Harunur Rashid the Chief Editor of Dhaka Courier, pulled no punches when he suggested, in a typical tongue in cheek fashion, that the best way forward would be through the abolition of the information ministry, since the role that the ministry played was that of a sentry and not that of a facilitator. Dr S D Khan, who was secretary of telecommunications when the first Email networks in Bangladesh were setup, did point out that BTTB itself is now offering connectivity at lower rates than that being offered by independent ISPs, but failed to address the incongruence of BTTB being effectively the regulator and the provider of such services. Shahidul Alam, in his introduction talked about the exciting and creative working environment at MIT and how the association between the two organizations Drik and the Media Lab came about through a global brainstorming group called 2B1, assembled at the Lab by digital guru Nicholas Negroponti, the director of the Lab. Through 2B1, and later, in part, the Junior Summit, where a working class child from Bangladesh, Hamida Akhtar Brishti was present as a delegate, efforts were being made to find technological solutions to overcome the resource limitations of children in the developing world. In his interesting multimedia presentation, Best talked of how the Media Lab was interested in using technology for developing sustainable efforts in lifelong education. Entertainment opportunities of technology, particularly for the rural and underserved communities, equity of access, were issues that he felt E- Commerce could address. Using case studies in Latin America, South East Asia and comparing them, looking at what was cost appropriate and practical for local conditions, and above all by attempting to find solutions to problems the community faced and not by trying out technological solutions merely because they were available, this soft spoken computer specialist slowly elicited responses from an initially reserved set of participants. He defined E-Commerce as Internet mediated commercial enterprise, not merely buying and selling on the net, reminding us that at present times, not much of E- Commerce transactions get completed on the net. E-Commerce is a very broad range of potential technologies, management styles, and so forth, broadly conceived, any kind of Internet facilitators and communicators for the realization of commercial enterprise. E-Commerce can be better defined as an integrated package of education, learning, business or commerce, entertainment, and so on for exchange despite geographical distances. It is more than mere buying and selling things on-line and essentially use of E-Commerce in such behavior is just the misuse of a great tool. Community centered micro enterprise E-Commerce can connect rural Bangladesh (80% of the population) with the global economy. Best made repeated comparisons with conventional 'bricks and mortar' type of trading, reminding us that the basic principles of marketing and building customer loyalty had not changed because of E-Commerce. Using the example of the hugely successful virtual bookshop Amazon.com, he talked of personalized responses and the human touch which continued to make Amazon the most successful bookseller, despite the fact that it neither had the best stock, nor the best prices. 'It did have one more thing' he mentioned wryly, 'a head start.' Using convincing statistical data he responded to discussants who expressed concern over the low bandwidth and high costs of connectivity. The immediate use of E-Commerce is necessary because it counts who is first on the web. In South-East Asian and Latin American countries, E- Commerce is changing the very scenario of trade within and beyond the country. While presently Thailand has a revenue of around 2 million US $ through E-Commerce, the amount is boosting up by a staggering 10,000 % by the year 2002. This present 2 million annual E-Commerce trading is less than what a single company in Thailand spends on printing its annual reports. This represents the opportunities, and the challenges. Using relevant local examples, Best demonstrated how villagers without sophisticated expertise, could add value to commercial transactions conducted electronically. E-Commerce itself is rapidly changing the business transactions across territorial borders and increasingly including all possible market forms and transactions- norms electronically. People can now even auction, person to person, use a bargaining agent for purchases on E-Commerce. While it has its own business limitations and challenges as well as customer limitations and challenges, E-Commerce is the need of tomorrow's world-order. The discussions were simple, to the point and sometimes animated, but failed to address the fact that antiquated regulations were a principal factor in stifling technological development in Bangladesh, though, while rounding up, Professor Rashid made an impassioned plea for decision makers in our country to wake up from their slumber and react to the changing global situation. While recognizing the technical gap, he also reminded us that the generation gap, and in the case of the Internet, the cultural gap, were factors to be overcome. My son is far more conversant with the computer than I am. It is a reality we must learn to accept and to utilize. Throughout the roundtable Best espoused a pragmatic approach. The emphasis was on 'getting on with it.' He reminded us of the dangers of letting the possible difficulties get in the way of timely utilization of the medium. No catch, that was it. Even though the investment was a measly $6, I had three questions that needed to be answered before I could get involved in this sort of thing. !. IS THIS REALLY LEGAL? I called a lawyer first. The lawyer was a little skeptical that I would actuallt make any money but he said IT WAS LEGAL, if I wanted to try it. He told me it sounded a lot like a chain letter but the details of the system (SEE BELOW) actually made it a legitimate lagal business. 2. Would the Post Office be ok with this? I called them: 1-800-725-2161 and they confirmed THIS IS ABSOLUTELY LEGAL! (See Title 18,h sections 1302 NS 1341 of Postal Lottery Laws). This clarifies the program of collecting names and addresses for a mailing list. 3 Is this moral? Well, everyone who sends me a buck has a good chance of getting A LOT of money ... a much better chance than buying a lottery ticket! So, having these questions answered, I invested EXACTLY $ 7.92 ... six $!.00 bills and six 32 cent postage stamps ... and boy I am glad I did! Within 7 days, I started getting money in the mail! I was shocked! I still figured it would end soon, and didn´t give it another thought. But the money just continued coming in. In my first week, I made about $20.00 to $30.00. By the end of the second week I had a mad total of $1,000.00! In the third week I had over $10,000.00 and it was growing. this is now my fourth week and I have made a total of just over $42,000.00 and it´s still coming in ... It´s certainly worth $6.00 and 6 stamps! So I am reposting it so I can make more money! The "ONLY" thing stopping "ANYONE" fron enriching their own bank account is pure laziness! It took me all of 5 minutes to print this out, follow the directions and begin posting to newsgroups. And for this grand total investment of $7.92 (US) and under ONE HOUR of my time, I have reaped an incredible amount of money -- like nothing I´ve ever even heard of anywhere before! ´Nuff said! Let me tell you how it works, and most importantly, WHY it works. Also, make sure you print a copy of this article now, so you can get the information off of it when you need it. You should now see your file name in the attachments box. Now click on ´SEND´/´POST´. You see? Now you just have 199 to go (Don´t worry, it´s easy and quick once you get used to it). WorldLink Communications is setting up a 2MB link to NY. The proposed structure shall be over VSAT Link from Kathmandu to UK and TransAtlantic cable from thereon to NY. Commissioning of the link is due on June 30th. This will be bringing the North American connectivity right to the footsteps for all the avenues of possible usages!! The idea was to be able to provide computers to 18 rural schools in and around Bangalore. Though it seemed unfeasible at first, a few months later, after much effort put in by both clubs, grants from the Rotaract International, sponsors like the Deutsche Vermoegensberatung in Germany, and Lufthansa, which sponsored two flights for the shipment of the computers, 105 machines were on their their way from Germany. Four members from the Rotaract Club of Marburg -- Konstantin, Matthias, Annette and Astrid -- are presently in Bangalore visiting the schools that will be gifted these computers. ``The purpose of this endeavour is to help people help themselves, because once they are familiar with computers, they will be in a position to educate others,'' says Konstantin. However, will these rural schools be in a position to provide their students with computer education? The Rotaract Club of Bangalore has a solution for that as well. ``We are looking at the possibility of training teachers to educate these students. It must be the students that benefit from our efforts, and on no account will the machines be used for administrative purposes. That has been made clear,'' says Madhu of Rotaract Bangalore Cantonment. The 18 schools that have been short-listed were chosen from a pool of hundreds of applicants.
