		    APNIC Non-Member Fee Schedule



1.0 Introduction

This document describes the requirements and fee schedule for
non-members to obtain resources from APNIC.  This document is the
result of actions requested by the APNIC membership at the APNIC
Annual General Meeting held January 31, 1997 in Hong Kong.

2.0 Motivation

APNIC is a membership based organization, with decisions regarding the
implementation of Internet address allocation and registration
policies made by the APNIC membership.  Membership is open to any
organization, regardless of location or function, however as APNIC
requires funds to operate, APNIC's costs are recovered via membership
fees.  In some situations, organizations have no interest in becoming
a member of APNIC and, in particular, they are unlikely to require
periodic registry services.  In such cases, the APNIC membership has
recognized the value in having a non-membership fee schedule in which
organizations pay a significantly higher one time fee to cover the
allocation service with a much lower recurrent fee designed to cover
registration services.

3.0 Requirements

There are three resources allocated and registered by APNIC that are
available to non-members.  These resources include:

	- Internet addresses

	- Autonomous System numbers

	- IN-ADDR.ARPA domains

The requirements for allocation of each of these resources will be
discussed in detail in subsequent sections, however for all resource
requests, the requestor must provide a signed service agreement (see
Appendix A for a sample).

3.1 Internet addresses 

APNIC will allocate Internet addresses to non-members under the same
constraints as with members, namely those requirements documented in
RFC 2050.  Additional requirements may be imposed by APNIC prior to
allocation, however all such modifications will be documented in the
APNIC document store.

It must be stressed that APNIC will only allocate as much space as is
justified according to the information provided by the requestor,
regardless of routability considerations.  Due to the rapid growth of
the Internet routing system, some Internet service providers are
filtering a subset of routing announcements, generally long prefix
announcements.  As such, APNIC *strongly* encourages all organizations
to obtain address space from their service provider instead of from
APNIC directly.

3.2 Autonomous System numbers

APNIC will assign autonomous system numbers to non-members under the
same constraints as with members, namely those requirements documented
in RFC 1930.  Additional requirements may be imposed by APNIC prior to
allocation, however all such modifications will be documented in the
APNIC document store.

In general, APNIC will allocate an AS number to sites which are
multi-homed or will be multi-homed within a two week to one month time
frame.

3.3 IN-ADDR.ARPA domain delegations

APNIC will delegate IN-ADDR.ARPA domains to non-members under the same
constraints as with members, namely that the proposed name servers be
correctly configured and at least two name servers are nominated.
Additional requirements may be imposed by APNIC prior to allocation,
however all such modifications will be documented in the APNIC
document store.

4.0 Fee Schedule

In order to insure APNIC has sufficient resources to provide services
to non-members, APNIC has instituted the following fee schedule for
resource allocation and registration services.  It should be noted
that these fees apply immediately upon receipt of an allocation or
registration service, however payment of such fees does NOT insure
APNIC will allocate the resources.  Specifically, APNIC is explicitly
not selling resources, only the allocation and registration services
are being offered.

4.1 Internet addresses 

The Initial fee for the allocation of Internet addresses is US$1.00
per host or site address, with a minimum fee of US$8,192.00.

The annual registration fee is US$0.10 per host or site address per
year fee following the initial allocation, with a minimum fee of 
US$819.20.

Failure to pay the registration service fee will result in the
registration record being removed from the APNIC database, thus making
the address space available for re-allocation.

A host or site address is /32 in IPv4 and /48 in IPv6.

4.2 Autonomous System numbers

The price for the assignment of an autonomous system number is US $500
per AS number.  If a contiguous block of AS numbers is requested but
not fully justified, APNIC will reserve the (partially justified)
block of AS numbers for US $100 per AS number.

Registration services for autonomous system numbers will be assessed a
US $50.00 per AS number per year fee following the initial allocation,
with reserved AS numbers being assessed a fee of US $10.00 per year.
Failure to pay the registration service fee will result in the
registration record being removed from the APNIC database, thus making
the autonomous system number available for reassignment.

4.3 in-addr.arpa delegations

The price for an in-addr.arpa delegation is US $50 per "natural class
boundary" delegation.  Since the in-addr.arpa domain name tree still
maintains the concept of address classes, for each in-addr.arpa entry
requested in the domain name system APNIC will assess a US $50 fee.
Thus, the in-addr.arpa delegation fees for non-members can be
summarized as:

There is no recurrent fee for in-addr.arpa domains, however APNIC will
remove in-addr.arpa delegations that are not maintained after
reasonable attempts are made to inform the maintainer of the impending
removal.
