All Members have equal access to core services of APNIC, but a member's tier affects certain of the benefits due to them (including voting rights) and also the Annual Membership Fee which must be paid. Each member's tier is determined by the total address space allocations held by them, as described below. 1.1 Membership benefits All APNIC members have equal access to the following benefits of membership: * entitlement to vote at APNIC Member Meetings, according to membership tier; * participation in a regional community of Internet service providers; * free or discounted access to training, education, and information services; * free or discounted access to APNIC meetings and associated conferences; * representation of their interests in regional and global policy development; and * access to APNIC's resource allocation, registration, and database services. 1.2 Voting rights APNIC members are entitled to vote at APNIC Member Meetings, according to their membership tier as follows: Membership tier Number of votes --------------- --------------- Associate 1 Very Small 2 Small 4 Medium 8 Large 16 Very Large 32 Extra Large 64 2 Tier determination --------------------------- A member's minimum membership tier is determined by the amount of address space that member holds. Only IP address space originating from within APNIC's officially delegated blocks is currently considered. Members may choose to join a higher membership tier but may not attempt to select a lower tier than the one determined by address resource holdings. 2.1 IPv4 address space For IPv4 address space, the membership tier is assessed as follows: Membership tier IPv4 Prefix --------------- ----------- Associate None Very Small up to and including /22 Small Greater than /22, up to and including /19 Medium Greater than /19, up to and including /16 Large Greater than /16, up to and including /13 Very Large Greater than /13, up to and including /10 Extra Large >/10 2.2 IPv6 address space For IPv6 address space, the membership tier is assessed as follows: Membership tier IPv6 Prefix --------------- --------------- Associate None Very Small Up to and including /35 Small Greater than /35, up to and including /32 Medium Greater than /32, up to and including /29 Large Greater than /29, up to and including /26 Very Large Greater than /26, up to and including /23 Extra Large >/23 2.3 IPv4 and IPv6 For members holding both IPv4 and IPv6 address space, the membership tier is assessed separately for each type, as above. The member's effective membership tier is then assessed as the larger of these. 3 Fees ------------- 3.1 Annual membership fees The membership tier will be assessed at the time of invoicing for the Initial Term and each Renewal Term. This will determine the Annual Membership Fee payable for that term. Membership tier Fee (US$) --------------- --------- Associate $625 Very Small $1,250 Small $2,500 Medium $5,000 Large $10,000 Very Large $20,000 Extra Large $40,000 3.2 Effect of membership tier upgrade Allocations received by a member during the annual membership term will not result in a change in membership tier or any additional charges. An APNIC member may, however, choose to upgrade their membership tier voluntarily, by paying in full the difference between their current Annual Membership Fee, and the Annual Membership Fee payable under the new membership tier. 3.3 IP resource application fee Members requesting IP address space for the first time will be required to pay an IP resource application fee of US$2,500. Requests for AS numbers and subsequent requests for IP address space are available to current members at no charge. The IP resource application fee does not apply to any requests made by organisations whose current membership commenced before 1 December 2001. 3.4 Per-address fee for confederation members In addition to annual membership fees, APNIC confederation members (including National Internet Registry or NIR members) are required to pay per-address fees for all allocations made to them. The per-address fee is payable for allocations of IPv4 and IPv6 address space, as documented below. 3.4.1 Per-address fee The per-address fee is determined by the membership category of the member, according to the following table: Membership tier Per-address fee (US$) --------------- --------------------- Associate n/a Very Small n/a Small $0.16 Medium $0.11 Large $0.06 Very Large $0.03 Extra Large $0.02 In the case of small allocations or assignments, the minimum per-address fee which is payable will correspond to the fee payable for the "minimum allocation". This is further explained by example below. 3.4.2 IPv4 address space For an allocation of IPv4 address space, the total per- address fee is calculated according to the total number of addresses actually allocated. For example, the total fee payable for an allocation of /17 to a Very Large member is calculated as: 32768 x $0.03 = $983.04 In the case of an allocation which includes a previously allocated block of addresses, only the addresses additionally allocated are included in the total fee calculation. The minimum per-address fee payable for an allocation or assignment of IPv4 address space will be equal to the fee payable for a /20 allocation (4096 addresses). 3.4.3 IPv6 address space For an allocation of IPv6 address space, the total per- address fee is calculated for the prefix allocated according to the number of addresses which should be utilised according to an HD-Ratio of 0.80. The following table provides utilisation information for prefixes from /32 to /29: Membership tier Total /48s Utilisation --------------- ---------- ----------- /32 65536 7132 /31 131072 12417 /30 262144 21619 /29 524288 37641 For example, the total per-address fee payable for an allocation of /30 to a Very Large member is calculated as: 21,619 x $0.03 = $648.57 In the case of an allocation which includes a previously allocated block of addresses, the total fee calculation is based on the size of the prefix allocated, regardless of the previous allocation. The minimum per-address fee payable for an allocation or assignment of IPv6 address space will be equal to the fee payable for a /32 allocation.
