Doing BGP with MCI requires you to register the network addresses that you will advertise to them, as part of their sanity checking. That is precisely the point. Confederation members will have provider- independent space. But, I believe the converse is not true. You cannot get the provider independent space just because you want provider independence. For example ISP X buys transit from ISP A and wants an escape hatch in case it wants to switch to ISP B. Iphil can then pass class C space to their clients for a lesser price. Or is there some other reason to join the confederation that I am missing? The block is for the particular confederation member. The "power" (routability, etc) of the block is the same as if the member had gotten it from APNIC itself. In the above example, customer X, Y, Z are not confederation members but are customers of a confederation member. Doing this will not only dplete the ISPs IP addresses (for its future customers) but also increase the routing advertisements in the Internet as the IP blocks get fragmented.
