The Forum addresses = the needs in the context of the ongoing convergence of network = infrastructure to the Next Generation Networks (NGN) and the most = crucial need for improving affordable access to Internet services to = arrest the widening of the digital divide.=20 Delegates at the concluding session indicated that the Forum has an = excellent opportunity to set up in the region the minimal start up = requirements for efficient routing of the fast growing Intra Asian = Internet traffic. The need has been around for a long time, without = fruitful outcome despite deliberation of the issues at many fora. The = CIX delegate commented that the Asia Pacific region is 10 years behind = the US in terms of Internet infrastructure development. The APAN = delegate commented that this is potentially a historic moment for this = region closely similar to the successful startup of the CIX over a = decade ago.=20 The comments and action points (AP) are classified under the following = headings: a.. Continuing Deliberations on Regional Internet Exchanges Considering the predications of growth of hosts users and content in the = Asian region highlighted in the position paper, the Forum was equivocal = that close deliberations and collaborations should continue on this = topic of exchange and routing of Intra Asia traffic to enable any real = possibilities of addressing the issues effectively and speedily. Speedy Implementation of Start up of the core Regional Internet = Exchange Infrastructure=20 Considering the convergence of infrastructure driven by the horizontal = integration of heterogeneous networks, the emerging real time multimedia = traffic and the importance of providing affordable access to this = infrastructure to all segments of the regional community (in particular = the vast untapped market which represents 90% of the population) as a = means to address the widening digital divide, the Forum recognised that = there is an urgent need for a minimal cluster of core regional IXs to be = set-up immediately. It was most vital to collectively and speedily build = this core infrastructure for the benefit of the entire regional = community.=20 AP7. Starting with minimal Core regional IX infrastructure=20 It was noted that there is a need to differentiate the discussions on = IXs versus executing them. There was a strong feeling that the Forum = should forge ahead to set up the much awaited outcome. APIA, APAN, APNG, = CIX, MINC and ITU are supporting strongly any initiatives to establish = the start up of the above mentioned core regional IX infrastructure for = the Asia Pacific region.=20 Status: The APAN delegate advocated for a small group of interested = parties to collaborate and make this happen. The ASEAN delegate brought = to the attention of the Forum delegates about its regional Internet = exchange project (ARIX) which has been in preparation in concept for a = year, and proposes to circulate details of the project for review by = this group, and welcome the collaboration and support. The delegates felt that this is potentially a "ready made" project. ITU = Regional Office offers to organise a follow-up event to kick off the = planning and implementation of the core exchange infrastructure in = collaboration with all interested parties. Regards Freddie Quek Editor-in-Chief The INFOCOMMS Forum ---------------------------------------------------------------------------- ---------------------------------------------------------------------------- ------------------------ Conclusions of INFOCOMMS Forum @ CommunicAsia2001, 21 June, 2001 The INFOCOMMS Forum for Asia Pacific was held at CommunicAsia2001 in Singapore on 21 June 2001. The Forum incorporated presentations and roundtable discussions on, amongst other things, key development issues of the Internet market in the Asia Pacific region. It was supported by 9 major global and regional organisations and was attended by more than 30 delegates representing the top echelon of decision makers in the infocommunications industry. The main focus of the Forum was the need for efficient routing and exchanging of Intra Asia Pacific Internet traffic. The Forum addresses the needs in the context of the ongoing convergence of network infrastructure to the Next Generation Networks (NGN) and the most crucial need for improving affordable access to Internet services to arrest the widening of the digital divide. Delegates at the concluding session indicated that the Forum has an excellent opportunity to set up in the region the minimal start up requirements for efficient routing of the fast growing Intra Asian Internet traffic. The need has been around for a long time, without fruitful outcome despite deliberation of the issues at many fora. The CIX delegate commented that the Asia Pacific region is 10 years behind the US in terms of Internet infrastructure development. The APAN delegate commented that this is potentially a historic moment for this region closely similar to the successful startup of the CIX over a decade ago. The comments and action points (AP) are classified under the following headings: Continuing Deliberations on Regional Internet Exchanges Considering the predications of growth of hosts users and content in the Asian region highlighted in the position paper, the Forum was equivocal that close deliberations and collaborations should continue on this topic of exchange and routing of Intra Asia traffic to enable any real possibilities of addressing the issues effectively and speedily. AP1. Set up mailing list ICF, ITU and APNIC offer to assist with this effort. Status: APNIC has kindly set up a majordomo list. The email address is: infocommsforum@apnic.net AP2. Take note of forthcoming events Forum delegates should take note of forthcoming events of the various regional organisations and collaborate with, and attend such fora. Status: ICF/ITU will collate the relevant events and circulate to all delegates and make the information available at the web sites mentioned in AP3. The delegates also expressed interest in using the next CommunicAsia event as well. ICF Recommendation: ICF would like to propose working with each of the Forum supporters to clearly identify a slot and with proper facilitation at each of the identified events to ensure that the discussions are being continued in a coherent and coordinated way. 2. Sharing Information Resource There is agreement that there is a lack of information about regional Internet exchange and expectations of the regional markets. AP3. Set up website Status: Initially, information will be made available on a number of sites. ICF, WESRA and ITU Regional Office all volunteered to acquire and disseminate information. These web sites will provide technical information as well as information of market expectations of all segments of the society much needed to bridge the digital divide information. ICF Recommendation: ICF proposes that all Forum supporters also either mirror this content and information or provide a hyperlink from their web sites. AP4. Create FAQ on how to set up IXs Status: EP.net volunteers to provide the web based support system. It will be linked/made available at the web sites mentioned in AP3. AP5. Conduct survey of the Internet Market Status: ITU Regional Office offers to conduct an online market survey of the expectations of all stakeholders of the Internet service/market. This survey will also be hyperlinked from the web sites mentioned in AP3. ICF Recommendation: ICF proposes that all Forum supporters should encourage their members to participate in this survey, and also provide a hyperlink to it. AP6. Feedback from ISPs Status: WESRA offers to get feedback from ISPs in India. ICF Recommendation: ICF proposes if this can also be achieved for other countries in the region. 3. Education and training (to a higher level) There was a recognition that there is a need to educate and train the human resource in the region. There was a recommendation that APRICOT could be a natural platform for this effort. ICF Recommendation: To co-ordinate with APRICOT to make this happen. Probably, APNG is well placed to do this. It important to note that efficient routing and exchange of Internet traffic is one of the important prerequisites for provision of access to real time multimedia education applications to all segments of the regional community 4. Speedy Implementation of Start up of the core Regional Internet Exchange Infrastructure Considering the convergence of infrastructure driven by the horizontal integration of heterogeneous networks, the emerging real time multimedia traffic and the importance of providing affordable access to this infrastructure to all segments of the regional community (in particular the vast untapped market which represents 90% of the population) as a means to address the widening digital divide, the Forum recognised that there is an urgent need for a minimal cluster of core regional IXs to be set-up immediately. It was most vital to collectively and speedily build this core infrastructure for the benefit of the entire regional community. AP7. Starting with minimal Core regional IX infrastructure It was noted that there is a need to differentiate the discussions on IXs versus executing them. There was a strong feeling that the Forum should forge ahead to set up the much awaited outcome. APIA, APAN, APNG, CIX, MINC and ITU are supporting strongly any initiatives to establish the start up of the above mentioned core regional IX infrastructure for the Asia Pacific region. Status: The APAN delegate advocated for a small group of interested parties to collaborate and make this happen. The ASEAN delegate brought to the attention of the Forum delegates about its regional Internet exchange project (ARIX) which has been in preparation in concept for a year, and proposes to circulate details of the project for review by this group, and welcome the collaboration and support. The delegates felt that this is potentially a "ready made" project. ITU Regional Office offers to organise a follow-up event to kick off the planning and implementation of the core exchange infrastructure in collaboration with all interested parties. ICF offers to help with the co-ordination. EP.net offers to provide technical expertise and assistance to set up IXs. ICF Recommendation: APNG’s role fits very well with this action point.
